<p class="p1">Asia-Pacific insurers have entered the second half of 2026 with solid capital buffers and earnings momentum, yet face an expanding mix of geopolitical, climate and cyber risks that increasingly require verification as much as actuarial modelling.</p>
<p class="p1">Recent assessments highlight limited direct underwriting exposure to conflicts in other regions, but mounting indirect pressure through market volatility, energy costs and trade disruption.</p>
<p class="p1">An insurer with no policies written in the Gulf can still see its investment portfolio, reinsurance costs and claims inflation rise because geopolitical risk has changed market confidence. The same dynamic is reshaping sovereign debt, supply chains and digital identity.</p>
<p class="p1">Across all three, organisations are spending more to verify risks before accepting them. For Southeast Asia insurers, that shift is increasingly influencing underwriting and claims decisions, not just annual reinsurance renewals.</p>
<h3 class="p2"><b>War Exclusions Do Not Mean the Risk Disappears</b><b></b></h3>
<p class="p1">Global reinsurers and specialty carriers are still expected to absorb most conflict-linked losses, since war exclusion clauses in property and specialty contracts limit direct claims for primary insurers.</p>
<p class="p1">Analysts warn that a prolonged conflict is more likely to show up in compounding claims expenses across motor, property and commercial lines, prompting premium increases, than in a single large war payout.</p>
<p class="p1">Marine and cargo insurers with exposure to affected shipping routes have relied increasingly on reinsurance to manage higher war-risk and disruption costs, with Singapore facing greater exposure because of its role as a regional maritime hub.</p>
<p class="p1">Insurers there are expected to keep leaning on reinsurance to manage exposure to large marine losses if disruption to major sea lanes continues.</p>
<h3 class="p2"><b>The Bigger Number Sits in What Never Gets Insured</b><b></b></h3>
<p class="p1">The conflict is a live stress test but Southeast Asia &#8216;s structural insurance gap predates it and will outlast it.</p>
<p class="p1">Speaking at the ASEAN Insurance Summit in November 2025, ASEAN Secretary-General Dr Kao Kim Hourn noted that the region&#8217;s insurance penetration stood at 3.2% of GDP in 2023, against a global average of 7.0%. He framed the gap as both a policy concern and an opening to broaden coverage, particularly for climate and sustainability-linked risk.</p>
<p class="p1">Aon&#8217;s 2026 Climate and Catastrophe Insight report put a number on that opening: natural disasters across Asia-Pacific generated at least USD 76 billion in economic losses in 2025, of which just over USD 7 billion was insured. Aon&#8217;s Asia-Pacific commentary highlights that an insurance gap above 80% leaves businesses highly exposed to weather-related financial impacts, even in quieter catastrophe years.</p>
<p class="p1">That gap between economic losses and insured losses reflects more than underinsurance. It also shows how much commercial risk still sits outside formal risk-transfer mechanisms, leaving businesses to absorb uncertainty that cannot easily be priced or transferred.</p>

<h3 class="p2"><b>AI Is Changing What Insurers Have to Verify Before They Pay</b><b></b></h3>
<p class="p1">A newer version of the same problem is arriving inside claims departments. Steve Tunstall, General Secretary of the Pan-Asia Risk and Insurance Management Association, has warned that artificial intelligence has made it more difficult for organisations and individuals to tell fact from fiction.</p>
<p class="p1">For life and health insurers, that finding lands directly on claims verification, medical certification and beneficiary confirmation, processes built on the assumption that a document or a face could be trusted at face value.</p>
<p class="p1">The FBI&#8217;s Internet Crime Complaint Center logged 22,364 complaints explicitly referencing artificial intelligence in 2025, with USD 893 million in associated losses, its first year tracking AI as a distinct descriptor.</p>
<p class="p1">Sam Bye, head of cyber for Asia and the Middle East at Axa XL, cautions that AI is becoming an “enabler” and “multiplier” of cyber threats, lengthening attack timelines and lowering barriers to entry for hackers.</p>
<p class="p1">Analysts stress that this figure is a floor, not a ceiling, because it counts only cases where victims recognised that AI was involved.</p>
<p class="p1">Insurers processing claims across multiple Southeast Asia jurisdictions now face a materially higher verification cost than they did three years ago, adding a growing verification burden to the underwriting risks they already price.</p>
<h3 class="p2"><b>Growth Is Real, But It Is Not the Whole Story</b><b></b></h3>
<p class="p1">None of this is a story of an industry in retreat. Sector outlooks from Bloomberg, S&amp;P and industry publications note that Asia-Pacific insurers continue to post strong earnings and capital ratios, and that cyber insurance premiums across the region have recorded some of the highest compound annual growth rates globally over the past five years. Life insurers are also expected to see continued growth in 2026.</p>
<p class="p1">Regional insurance leadership can reasonably read this as confirmation the sector remains structurally sound. Growth and repricing are not contradictory, though. An insurer can expand new business while simultaneously tightening what it will underwrite without additional verification, and while paying more to reinsure the risks it no longer wants to hold outright.</p>
<p class="p1">Treating strong growth as evidence that verification costs are not rising would miss what the data increasingly shows.</p>
<h3 class="p2"><b>Verification Is Becoming a Core Insurance Capability</b><b></b></h3>
<p class="p1">For underwriters and claims leaders across Southeast Asia, the practical shift is straightforward. Paying a legitimate claim has never been the industry&#8217;s greatest challenge. Establishing that a claim, claimant or underlying risk is genuine is becoming the more complex and expensive task.</p>
<p class="p1">The associated costs increasingly appear in fraud detection platforms, identity verification technologies, claims analytics and specialist investigations that insurers now treat as permanent operating capabilities rather than occasional upgrades.</p>
<p class="p1">The insurers that navigate this transition most successfully are unlikely to be those posting the fastest premium growth alone. They will be the organisations that can verify risks more quickly, more accurately and at lower cost than their competitors, because verification is becoming a competitive advantage in its own right.</p>
